Location:<\/strong> Malta (AOC Head Office)<\/p>\n\n\n\n

Department:<\/strong> Flight Operations \/ Compliance & Safety<\/p>\n\n\n\n

Reports to:<\/strong> Accountable Manager (dotted line to Compliance Monitoring)<\/p>\n\n\n\n

Contract:<\/strong> Full-time, on-site with 24\/7 on-call rotation<\/p>\n\n\n\n

Role purpose<\/strong><\/h2>\n\n\n\n

The Security Manager (AVSEC) is responsible for establishing, maintaining, and continually improving the air carrier\u2019s security programme and culture to protect people, aircraft, facilities, information, and cargo. The role ensures compliance with Malta\u2019s Appropriate Authority (AVSEC Malta) and EU common basic standards, integrating AVSEC with the company\u2019s SMS and operations.  <\/p>\n\n\n\n

Key responsibilities<\/strong><\/h2>\n\n\n\n
    \n
  • Air Carrier Security Programme (ACSP).<\/strong>\u00a0Develop, own, and keep current the ACSP and related manuals\/procedures; ensure they meet Malta\u2019s Civil Aviation (Security) Regulations and EU Implementing Regulation (EU) 2015\/1998 (and amendments). Submit updates and coordinate approvals with AVSEC Malta.\u00a0\u00a0<\/li>\n\n\n\n
  • Regulatory liaison.<\/strong>\u00a0Act as primary point of contact with AVSEC Malta and other competent authorities; ensure timely reporting, audits, and corrective actions (including quality control of security measures).\u00a0\u00a0<\/li>\n\n\n\n
  • Threat & risk management.<\/strong>\u00a0Maintain an intelligence-led security risk register; conduct station and route risk assessments; define security levels and special measures (e.g., HRCM, inflight security procedures) as applicable under the EU framework.\u00a0\u00a0<\/li>\n\n\n\n
  • Aircraft & airport operations security.<\/strong>\u00a0Define and oversee aircraft protection, security searches\/checks, access control to critical parts\/sterile areas, and coordination with airport operators and handlers.\u00a0\u00a0<\/li>\n\n\n\n
  • Cargo, mail & supplies security (as applicable).<\/strong>\u00a0Ensure regulated agent\/known consignor interfaces, HRCM processes, and\u2014where relevant\u2014ACC3\/RA3\/KC3 validations and ongoing compliance monitoring for third-country inbound cargo operations.\u00a0\u00a0<\/li>\n\n\n\n
  • Staff vetting & access control.<\/strong>\u00a0Ensure recruitment procedures include required pre-employment\/background checks per Chapter 11; manage re-checks and card issuance controls in line with EU rules and national practice.\u00a0\u00a0<\/li>\n\n\n\n
  • Training & security culture.<\/strong>\u00a0Build and maintain the AVSEC training programme (initial\/recurrent) for all categories, aligned with Chapter 11 training requirements; measure effectiveness and drive security culture initiatives.\u00a0\u00a0<\/li>\n\n\n\n
  • Incident response & reporting.<\/strong>\u00a0Lead response to security incidents (on the ground and in flight), conduct investigations, coordinate with authorities, and deliver lessons learned and preventive actions.<\/li>\n\n\n\n
  • Quality assurance.<\/strong>\u00a0Plan and execute AVSEC audits, tests, and inspections; track findings and corrective\/preventive actions; report KPIs to the Accountable Manager and Safety Review Board.<\/li>\n\n\n\n
  • Supplier & station oversight.<\/strong>\u00a0Approve and monitor third-party providers (ramp, catering, cleaning, cargo, security contractors) against ACSP and EU requirements; ensure robust change management when opening stations or launching new routes.<\/li>\n\n\n\n
  • Information security coordination.<\/strong>\u00a0Work with Compliance\/IT to align physical AVSEC with the organisation\u2019s Information Security Management System and emerging\u00a0EASA Part-IS<\/strong>\u00a0obligations, integrating with SMS where applicable.\u00a0\u00a0<\/li>\n<\/ul>\n\n\n\n
